Managing patient flow in hospitals is one of the biggest challenges in healthcare. When hospitals reach capacity, it’s tempting to believe that adding more beds or expanding facilities will solve the problem. But this approach only delays the inevitable. To truly improve flow, hospitals need to address the underlying imbalance between the rate of patient admissions and discharges.

Dr Theresa Barnes is a consultant rheumatologist and associate medical director at the Countess of Chester Hospital Foundation Trust for clinical services, which includes outpatients.
Theresa will be providing overarching clinical leadership for our work to develop and implement guidance and good practice principles for modern outpatient care, including our work to partner with NHS England to develop a strategy for outpatient care in 2023.
With previous experience as a chief clinical information officer at the Countess of Chester Hospital, she brings with her an interest in how digital solutions will benefit outpatient transformation.
Theresa has extensive experience in delivering outpatient transformation locally and is passionate about integrating patient care pathways across primary, secondary and tertiary care. Her focus will be on improving patient and staff experience of outpatient care.

Dr Louella Vaughan

Dr Louella Vaughan is an elected member of Council at the Royal College of Physicians (RCP).
Louella is a consultant physician in acute medicine at Barts Health NHS Trust. As senior clinical research fellow at the Nuffield Trust, her research focusses on the organisation of acute and emergency care, smaller and rural hospitals, and patient safety.
She is also a medical historian and the current Harveian librarian of the RCP.

Dr Andrew Rochford
RCP improvement clinical director
Dr Andrew Rochford is a consultant gastroenterologist at the Royal Free London NHS Foundation Trust.
He has a strong background in clinical leadership, patient safety, quality improvement and education and training.
He is currently chair of the Patient Safety Committee and Medicines Safety Joint Working Group and provides clinical leadership to the Patient and Carer Network, accreditation services and national audit programmes hosted by the RCP, as well as the Chief Registrar Programme.
Andrew has led a number of national improvement collaboratives with NHS England and been a member of several RCP working groups. His previous roles have included regional clinical director for the emergency care improvement support team at NHS England and Improvement, and deputy medical director at Newham University Hospital with portfolios for patient safety, clinical improvement and multiprofessional education. At a local level he has successfully implemented initiatives on board rounds, clinical decision units, hospital at night, medicines management and end of life care.

Dr Laura Waters

Dr Laura Waters is a HIV and sexual health consultant and HIV lead at the Mortimer Market Centre in London, honorary associate professor at the Institute of Global Health at University College London (UCL), chair of the patient and public panel for the British Association for Sexual Health and HIV (BASHH) and founder of the People First Charter, an initiative dedicated to non-stigmatising language in HIV and sexual health.
She is immediate past chair of the British HIV Association (BHIVA) and national specialty adviser for HIV, chairing a group that advises NHS England on HIV treatment and care. She has led and co-authored several national HIV guidelines.
Laura has published and presented widely and teaches regularly at local, regional, and national levels, including on HIV courses for UCL and the London School of Hygiene and Tropical Medicine.
In her role as patient involvement officer for the RCP Laura will provide strategic and thought leadership to the RCP, its fellows and members, volunteers and staff, on matters relating to patient involvement and engagement.

Dr Adam De Belder
Medical director, invited reviews
Dr Adam de Belder is the current medical director (MD) of invited reviews at the RCP.
A clinical chair in cardiology at Brighton and Sussex Medical School, he has pursued a career as a cardiac and valve interventionist and was part of a team that set up adult cardiological services based in Brighton in 1999. His experience in developing advanced cardiac audit programmes led to his appointments as chair of the British Cardiovascular Intervention Society (BCIS) and vice president of the British Cardiovascular Society (BCS) for clinical quality and standards. He was appointed deputy MD of RCP invited reviews in 2019 and MD in 2021.
